Since California legalized loitering for the purpose of prostitution several years ago, California’s inner cities have witnessed an explosion of street prostitution, pimping, and pandering. The removal of legal authority for police to detain and investigate open street prostitution has led officers to become hesitant in separating women suspected of being trafficked by pimps or sex buyers due to the risk of legal liability and threats of lawsuits.
캘리포니아가 몇 년 전 매춘을 목적으로 하는 배회를 합법화한(SB 357) 이후 캘리포니아의 도심에서는 거리 매춘, 포주, 영합 행위가 폭발적으로 증가했습니다. 길거리 매춘을 구금하고 수사할 수 있는 경찰의 법적 권한이 박탈되면서 경찰관들은 법적 책임의 위험과 소송 위협으로 인해 포주나 성구매자에게 인신매매된 것으로 의심되는 여성을 분리하는 데 주저하게 된것입니다.

Senator Kelly Seyarto (R-Murrieta) has introduced a bill to shield victims of sex trafficking by reestablishing loitering in a public place and impeding traffic with the intent to direct or solicit prostitution as disorderly conduct. Kelly Seyarto opposed SB357 all throughout the hearings although it was signed by Gavin Newsom and passed in July 2022.
Kelly Seyarto 상원의원(공화당-Murrieta)은 매춘을 무질서한 행위로 지시하거나 권유(사실은 강요) 하려는 의도로, 공공장소에서 배회하고 교통질서에도 방해가 되온 늘어나는 성매매 사업으로 인해 생겨나는 성매매 피해자를 보호하는 법안을 발의했습니다. 참고로, Kelly Seyarto 는 지난 2022년 7월에 게빈 뉴쎰이 싸인하여 통과시킨 SB357 을 강력히 반대했었던 상원의원중 한명입니다.
SB 1219 will reinstate the authority law enforcement officers need to act decisively, enabling them to separate victims from their abusers and provide them with essential services. This initial interaction between officers and victims enables the police to gather evidence crucial to holding traffickers and their sex buyers accountable for their exploitation.
